This is a tough one. Unfortunately the police are suffering from limited funding, just as all public organisations are. Your question suggests that there is a lot of bad behaviour in your area – is that the case? If so, who is responsble for it? And what can be done to change it? This is probably something that can best be looked at by the local community, working with the police and others to try to find out why this is happening and try to find a way of reducing it. Not a very helpful answer, I’m afraid.
